A high-level delegation from the Kehong China–Uganda Agricultural Cooperation Industrial Park, led by Chairman Mr. Luo Heng, paid a courtesy visit to Rt. Hon. Rebecca Kadaga, the First Deputy Prime Minister and Minister for East African Community Affairs, at her office in Kingdom Kampala on March 3rd, 2026.

Rt. Hon. Kadaga warmly welcomed the delegation and commended Kehong for its transformative investment in Uganda’s agricultural sector, which employs 400 people of the country’s population.

She applauded the Industrial Park’s strategic focus on mechanization, value addition, and the development of a complete agricultural value chain, noting that such an approach moves Uganda beyond the export of raw materials toward industrialization and sustainable economic growth.

Chairman Luo Heng congratulated Rt. Hon. Kadaga upon her re-election and expressed appreciation for her steadfast support toward the growth and success of the Industrial Park.

He highlighted key milestones achieved under Phase I, including the completion of infrastructure, establishment of modern crop, livestock, and poultry facilities, and the production of 250,000 eggs daily from 300,000 laying hens.

The Park currently supplies markets in Uganda, the Democratic Republic of Congo, and South Sudan, while providing employment opportunities to over 400 Ugandans.

Mr. Luo further underscored the Park’s strong partnership with the Busoga Consortium for Development and the Ministry of Agriculture, Animal Industry and Fisheries, which facilitated Uganda’s historic first chilli export to China a landmark achievement in strengthening agricultural trade relations between the two nations.

Looking ahead, the Park unveiled its ambitious USD 300 million medium- and long-term investment plan. The expansion strategy includes the launch of a 5 million laying hen full-industry-chain project, scaling up chilli production to 2,000 acres, and establishing coffee processing facilities at Namanve Industrial Park to enhance value addition and export competitiveness.

The delegation requested government support in the form of tax incentives, allocation of 50 acres of land at Namanve Industrial Park, improvement of road and water infrastructure, and provision of a stable power supply to ensure seamless operations and future expansion.
In response, Rt. Hon. Kadaga pledged to follow up on the matter of tax incentives and engage relevant authorities regarding land allocation at Namanve.

She reaffirmed the Government’s commitment to supporting strategic investments that promote employment creation, technology transfer, export growth, and socio-economic transformation. She particularly recognized the successful chilli export milestone achieved in partnership with the Busoga Consortium for Development.

Rt. Hon. Kadaga also pledged to extend the invitation to H.E. Museveni the President to officiate the Industrial Park’s upcoming 10th Anniversary Celebration scheduled for April 26th, 2026.

In attendance were the Director General of busoga consortium, Dr. Mula Anthony,  and the District Chairperson–elect  Hon. Kaloli Dhizaala
