Rt. Hon. Kadaga expressed deep pride in the students’ eloquence, confidence, and the powerful poetry.

She pledged to engage the Ministry of Education and Sports and H.E. the President to ensure the team receives national recognition and financial reward for flying Uganda’s flag high.

She further called for increased government support toward debating and intellectual development, noting that academic competitions deserve the same attention and facilitation often accorded to football and other sports.

The delegation was led by Ms. Nabuzale Cathy Deputy Head Teacher, Administration, Kiira College Butiki who described debating as a transformative tool for personal growth:
“Debating is a powerful tool for personal growth and development. These students have shown that they can engage with complex ideas, think critically, and express themselves eloquently.”

She expressed gratitude to the Headteacher Mr. Moses Semwanga for his spiritual, moral, and logistical support, which ensured the team’s welfare and effective participation at the championship.
She also appreciated Rt. Hon. Kadaga for celebrating the students and recognizing their achievement. The visit was marked by cake-cutting and jubilation as the delegation proudly reflected on their international milestone.

She further proposed that Uganda should, in future, field officially recognized national debate teams rather than leaving individual schools to compete independently. They observed that many countries participated as national teams, a model Uganda could adopt to enhance coordination, competitiveness, and global visibility.

Rt. Hon. Kadaga once again congratulated the students, warmly welcomed them back home, and commended their discipline, passion, and commitment to excellence.

The Eurasian Schools Debating Championship provides a powerful platform for young leaders to engage in meaningful dialogue, sharpen their analytical skills, and foster international understanding.

Kiira College Butiki’s achievement stands as a shining testament to the school’s dedication to academic excellence and leadership development. From Busoga to the world stage, these young debaters have proven that Ugandan students can compete confidently and excel among the best globally when given opportunity and support.

Kamuli — Leaders in Busoga Sub-region are scheduled to launch a soya milk school feeding and digital learning program targeting government primary schools, in a move aimed at improving academic performance by addressing, performance, malnutrition and limited access to modern learning tools.

The program is being implemented by the Busoga Consortium for Development (BCD) in partnership with China Agricultural University and Busoga Kingdom and Busoga Local Governments. The program is one of initiatives under the Village Agriculture Model Program launched by the Vice President of Uganda on 4 August 2024 in Namayingo District. According to the leadership of the BCD, the initiative will start with government primary schools in model villages across the 12 local Governments in Busoga before spreading it across the entire Busoga. The program combines school feeding, agriculture production and digital learning support to improve education outcomes.

Feeding programme rollout

Under the program, 20 soya milk processing machines have been acquired and will be installed in selected government schools to process soya milk for learners. The feeding initiative will be supported by local farmers growing soya beans, while schools have been encouraged to allocate at least two acres of land for soya cultivation in school gardens. Unvailing the program to Busoga leaders at Kamuli District headquarters, BCD Director General Dr Anthony Mula said the initiative is intended to position education as a driver of poverty reduction and economic transformation in line with Uganda Vision 2030. He said the success of the program will lead to sharing of experiences with the rest of the Country for benchmarking.

Poor nutrition affects learning

Education and health stakeholders say poor nutrition remains a major challenge in Busoga. In some areas, stunting among children under five is estimated at up to 46 per cent, while only about one-third of learners in comparable rural settings access regular meals at school. Kamuli District chairperson Ms Sarah Sambya asked farmers to invest more in soya bean production instead of sugarcane, citing its ready market and nutritional value.

Sugarcane dominance linked to education challenges

Despite being one of Uganda’s fertile regions, large parts of Busoga are dominated by sugarcane farming, which stakeholders say has affected household food production.

Education experts say in some sugarcane growing areas, children miss school seasons to work in plantations, contributing to poor academic performance. Recent Primary Leaving Examination (PLE) trends have highlighted the challenge, with some areas registering very few top performers, including cases where some districts fail to register even a minimum of 10 Aggregate 4’s.

Regional education data shows that only about 41 per cent of learners complete primary school, while completion drops to about 7.2 per cent at O-Level and 2.8 per cent at A-Level, reflecting high dropout rates. Literacy levels are also below national averages, with estimates placing Busoga’s literacy rate at about 71 per cent.

Digital learning support

In addition to feeding, BCD has is scheduled to flag off digital learning support in selected rural schools. Working with Hisense Uganda and Chinese development partners, the BCD has distributed 50 digital screens, cameras and internet connectivity kits to support online and digital learning. The program is expected to be launched by the Minister of Education and Sport of Uganda.

Expansion planned

Following the analysis of poor-performing districts, BCD has pledged to extend the Village Agriculture Model Programme to all model villages in Busoga. As schools resume this academic term, the BCD -CAU soya feeding programme is expected to begin under monitoring by the Ministry of Education and Sports through the District Education Officers, Busoga Kingdom Ministries of Education and Agriculture, and implementing partners.

Leaders back the initiative

The school feeding program has received support from First Deputy Prime Minister and Minister for East African Community Affairs Rt Hon Rebecca Kadaga, who has in the past encouraged Government of Uganda, China Agricultural University and other BCD development patners to support the initiative. Kaliro District Production Agricultural Officer Mr Tinkamanyiire Charles asked BCD to prioritize Kaliro District, citing growing demand among farmers for alternatives to sugarcane.

Officials say the program is expected to improve nutrition, increase school attendance and improve learning outcomes in the region

Kampala, January 22, 2026

The Busoga Consortium and the China Uganda Agricultural Cooperation Industrial Park of Luwero have announced an ambitious plan to scale up chili production in 2026, targeting over 2,000 acres as part of efforts to boost farmer incomes and strengthen Uganda’s agricultural exports to the Chinese Market.

The plan was unveiled during a strategic meeting held at the Cabinet Library, Office of the President Kampala, where leaders from both institutions reviewed the performance of the China–Uganda Agricultural Cooperation Park and drew lessons from the 2025 chili farming season.

Speaking at the meeting, Busoga Consortium Director General, Mr. Mula Anthony, commended Kehong Company and the China–Uganda Agricultural Cooperation Industrial Park for their continued partnership. He also praised the outgoing Chinese Ambassador to Uganda, H.E. Zhang Lizhong, for his contribution to major development initiatives including the Luwero Agricultural Cooperation Park, Mbale Industrial Park, and Lashen Industrial Park.

Mr. Mula described the successful export of Uganda’s first chili container as a milestone achievement, while acknowledging challenges such as limited farmer experience, climate variability, post-harvest losses, and inadequate drying facilities.

“These lessons are shaping a better, more farmer-friendly approach for the 2026 season,” he noted.

Mr. Wang Duozhan Manager at China Uganda Agricultural Cooperation Industrial Park congratulated Busoga for providing leadership in the production of Uganda’s 1st Chili container of 11 tonnes that was flagged off by H.E the President in Kamuli in November 2026. On Tuesday 20th January, H.E Zhang Lizhong the outgoing Chinese Ambassador to Uganda confirmed the arrival and China Customs clearance of the Uganda’s 1st Chili Consignment to China during his meeting with the Rt. Hon. Rebecca A. Kadaga 1st Deputy Prime Minister and Minister of East Africa Community Affairs at the Ministry Headquarters at Kingdom Kampala.

While responding to the raised farmers concerns, Mr. Wang inform the BCD Director General that the cost of chili seeds has been reduced from UGX 2,500 to UGX 1,800 per gram this season, lowering the per-acre cost to UGX 270,000, with flexible payment options introduced for low-income farmers.

The plan to import modern chili dryers was also unveiled during the meeting improve quality and minimize post-harvest losses. It was also pronounced that permanent coordination offices will be established in Kamuli and Iganga to improve access to seeds, agro-inputs, and technical support across the Busoga region.

Presenting the progress report, Mr. Wang Duozhan of China Uganda Agricultural Cooperation Industrial Park cited delayed planting and climate challenges as key factors behind low yields in 2025, adding that stronger farmer mobilization, better timing, and improved technical support will underpin the 2026 rollout.

The meeting further resolved to sign a seasonal Memorandum of Understanding (MOU) detailing pricing, farmers training and orientation arrangements, cost of seeds, among others prior to the start of the march 2026 planting season.

Seed distribution is expected to be completed by 10 February 2026, preparation of nursery beds in mid-February with transplanting scheduled for mid-March 2026.

Stakeholders expressed optimism that the strengthened partnership between the Busoga Consortium and China Uganda Agricultural Cooperation Industrial Park will significantly improve productivity, enhance export quantities and quality, and uplift livelihoods of farmers across Busoga and beyond.
