Development of Road and Water Infrastructure in the Sub-region

Intervention 11: βDesigning, Constructing and Upgrading a Ring Network of Roads in the Busoga Sub-region
Working in partnership with the Uganda National Roads Authority as well as other private sector players, the Busoga Consortium championing for construction, to bituminous standard, of a ring road connecting the administrative units, proposed industrial parks and major agro-producing areas. The network, described below, will ease the mobility of goods, people and services between and across the sub-region. The proposed ring network is constituted of roads measuring 383 km and are at different levels of development.
Intervention 12: βUpgrading Masese Landing Site into a Modern Fish Harbour and Water Transport Hub
Water resources remain underdeveloped despite being energy-efficient, friendly to the environment and with the potential to enhance livelihoods. The Busoga sub-region is surrounded by natural water resources with the capability to enhance livelihoods through upgraded and regulated fishing, and the mobility of goods and services between the sub-region, its islands and neighbouring countries. The Busoga Consortium, in partnership with UNRA, the Ministry of Agriculture, Animal Husbandry and Fisheries and partners, shall ensure the development of the fishing and water transport sector in the sub-region through the upgrading of Masese Landing Site into a modern fish harbour and water transport hub. Masese Fish Harbour will be an all-weather facility with the capability to hold all types of water vessels. In partnership with the private sector, the facility will be annexed to a fully-fledged fishery industrial complex with the required infrastructure, including a time-temperature quality facility for the production and marketing of fresh fish.
In addition, the Masese Fish Harbour shall have tourism and education zones to facilitate leisure and learning respectively. The facility shall include a fish pre-processing centre, commercial storage equipment, processing plants, breeding and farming units. The Consortium shall mobilise fishermen to form cooperatives as a mechanism to benefit from the fish harbour and fishery industrial complex. Through their cooperatives, fishermen shall have access to a pre-processing centre and storage facilities to enable them to influence the fish prices through collective bargaining.
