The Busoga Consortium for Development (BCD) is mourning the untimely death of its Deputy Governor, Mr. Maxwell Mugude Charles Kuwembula, who died in a tragic road accident along Kayunga Road. The devastating news has sent waves of grief across the Busoga region and the country at large, as stakeholders remember a leader whose life was devoted to transforming communities and uniting people.

In his role as Deputy Governor, Mr. Kuwembula served with unmatched energy, humility, and vision, leaving behind a legacy that will continue to shape the development of Busoga for years to come.

“I have lost a hardworking servant whose leadership we had long depended on for Busoga’s progress. He is unrepeatable.” — Dr. Anthony Mula, Director General, Busoga Consortium for Development.

Champion of Transformation and Agricultural Innovation

Kuwembula was at the forefront of key initiatives under BCD, most notably the Village Agriculture Model (VAM). He led the selection and transformation of Busana Village in Kamuli, which became a model for community-based development. His belief in grassroots-led change inspired similar efforts across the region.

He also played a central role in advancing soy and chili farming in Busoga—crops he championed as the “magic bullet” for creating wealth, employment, and food security. Today, these crops are key elements in BCD’s agricultural development strategy.

Uniting Kamuli and Lifting Busoga

Beyond his technical achievements, Mr. Kuwembula is remembered as a peacemaker and unifier. He worked tirelessly to foster cooperation among leaders, stakeholders, and communities, especially within Kamuli District. His commitment to inclusiveness and progress earned him widespread respect.

“When I received the news of the death of my Deputy Governor, I didn’t believe it was real. But when I saw him with my own eyes, I was speechless. My prayers go to the family and to Busoga at large.” — Bishop Frank Tibagendeka, Governor, Busoga Consortium for Development.

National Mourning, A Regional Hero

The Patron of BCD, Rt. Hon. Dr. Rebecca Alitwala Kadaga, who worked closely with Kuwembula on various regional initiatives, also mourned his passing.

“Maxwell was a committed son of Busoga and a trusted pillar in our journey of transformation. His passion for grassroots development and ability to bring people together made him a rare breed of leader. His absence will be deeply felt.” — Rt. Hon. Dr. Rebecca Alitwala Kadaga, Patron, Busoga Consortium for Development.

Legacy of Service

Kuwembula’s life was one of service and purpose. From model villages to agricultural transformation and district leadership, he left behind footprints of progress that will continue to inspire those he worked with.

The Busoga Consortium has pledged to honor his legacy by continuing the programs he championed and pushing forward the ideals he stood for

“He may be gone from our sight, but his mission lives on,” read a tribute from BCD. “The fields he planted will bear fruit. The dreams he nurtured will grow.”

As funeral arrangements proceed, Busoga mourns—but also celebrates—the life of a leader who lived for his people.
